Tengrinews.kz – Kassym-Jomart Tokayev has awarded Ravil Cherdabayev, a prominent state and public figure, with the Order of “Otan”, and Serik Tokpanov, an Honored Worker of Kazakhstan, with the Order of “Barys” 1st degree, according to a statement from Akorda.
During the award ceremony, the President noted that Ravil Cherdabayev is held in high esteem for his active civic engagement and significant contribution to strengthening Kazakhstan’s statehood.
"You have made a substantial contribution to the development of the oil and gas sector. As a minister, regional governor, and deputy, you faithfully served the interests of the country. In your diplomatic service, you helped raise Kazakhstan’s international standing. You are also the author of several scientific works on oil extraction. As the saying goes, 'Enbegimen er sıyly' ('Honor comes through labor'). Your career is a model for the younger generation," said Tokayev.
The President also praised the achievements of Serik Tokpanov, a renowned doctor known as a “golden-handed surgeon” who has dedicated his life to improving the nation’s health.

"You have worked in healthcare for over 50 years. Being a doctor means being devoted to your profession — it is difficult and meticulous work. Over the years, you’ve performed complex surgeries and saved thousands of lives, becoming a true symbol of service in healthcare. Your contribution to Kazakhstan’s medical science is immense. The high state award you receive today is the result of your tireless dedication and a reflection of the sincere gratitude and recognition of our people," Tokayev stated.
In response, Ravil Cherdabayev and Serik Tokpanov expressed their gratitude to the President for being honored with such prestigious state awards.
