During his speech, the President focused on the role of journalists in combating the spread of disinformation. He noted that modern technologies have given rise to "bot farms" that deliberately sow the seeds of discord across the digital landscape.
"The spread of outright lies and slander, now routinely referred to as deepfakes, has fostered the dangerous phenomenon of post-truth, where objective facts are replaced by manipulated emotions and malicious provocations. Artificial intelligence tools are being used to undermine social solidarity and harmony, and to compromise state institutions. Fake digital replicas of public figures are virtually indistinguishable from the originals, and these technologies are already being actively adopted by various fraudsters and destructive forces. Therefore, responsible media professionals must become part of the state’s 'immune response' to these hybrid and inherently dangerous threats. Your role here cannot be overstated," said Kassym-Jomart Tokayev.
The President noted that Kazakhstan has established all the necessary conditions for media operations.

"In Kazakhstan, all conditions for pluralism of opinion have been created; freedom of speech is legally enshrined, and censorship is prohibited. However, freedom has nothing in common with permissiveness. Everyone attempting to manipulate public opinion by using the media for selfish interests must learn a simple axiom: your rights end where the rights and human dignity of another citizen begin," the Head of State said.
He also stated that all Kazakhstanis must fundamentally improve the level of media literacy in society so that people can recognize speculation and "separate the wheat of truth from the chaff of falsehood.".
"It is also important to put artificial intelligence technologies at the service of security and law enforcement, using them to promptly identify and block illegal content. As a country where Law and Order prevail, we must build a strong barrier against legal nihilism, radicalism, and the promotion of alien values. This is a very important task," emphasized Kassym-Jomart Tokayev.
