Who will be affected

The restrictions target vehicles below the Euro-5 standard. Such cars may face paid entry into downtown Almaty, and during periods of heavy smog, they could be completely banned from entering.

At the same time, the city is offering residents a way out. Owners of older cars will be able to sell them to the government under a buyback and recycling program.

"Vehicles registered in Almaty before September 1, 2025, can be bought back for recycling. The program will be financed by access fees, producer and importer contributions, as well as the local budget," the akimat (local government administration) explained.

The city clarified that parking time, whether in a courtyard or a public lot, will not be counted toward access fees. Charges will apply only when the vehicle is actively driven in the restricted zone, with enforcement based on photo and video surveillance.
