Tengrinews.kz – Senator Andrey Lukin has proposed introducing a public ranking system for airlines based on their punctuality, following increasing complaints about flight delays and passenger rights violations.
In a request addressed to Prime Minister Olzhas Bektenov, Senator Lukin expressed concern over the frequent delays in flights and the lack of proper services for passengers affected by these delays.
"In particular, if the delay occurred due to the fault of the airline, it is obliged to provide passengers with the necessary services, such as hot meals for delays of more than four hours and hotel accommodation for delays of more than five hours," reminded Lukin.
However, as practice shows, many airlines systematically violate these requirements, the senator emphasized. He cited examples of recent incidents confirming these violations.
"In one case, flight KC 897 of Air Astana was delayed for a long time and passengers were forced to wait in a stuffy cabin without the opportunity to get out. Another case concerns FlyArystan, which was fined for failure to provide mandatory services during a flight delay," the senator noted.
According to the deputy, passengers were not accommodated in a hotel, were not provided with proper information about the situation, which caused discontent and additional inconvenience.
The senator emphasized that the issue requires government attention, as declining service quality in the aviation sector is affecting both safety and passenger comfort.
Lukin proposed stricter service standards for delayed flights, ensuring tighter control over aircraft maintenance, and introducing a public ranking system for airlines based on punctuality to encourage better performance. He also suggested mandatory flight delay insurance to cover passenger compensation and loyalty programs for frequent travelers affected by delays.
Kazakhstan currently operates regular international flights to 32 countries, with the Civil Aviation Committee announcing the top 10 destinations with the highest number of flights.
