Aslan Atalykov, head of the Migration Police Committee, explained that these "rubber" apartments are created by Kazakh citizens themselves. The highest number of fictitious registrations has been identified in three major cities.

"Nationwide, 1,348 'rubber' apartments have been identified, where approximately 36,000 people were registered. Over 200,000 individuals have faced administrative penalties for living without registration and for fictitious registration," Atalykov stated at a briefing.

He emphasized that the fictitious registration of such a large number of people is illegal and unacceptable. In Kazakhstan, there are not only administrative penalties but also criminal liability for such actions.

"One example from Astana involves a resident who registered nearly a thousand citizens at their address, effectively legalizing illegal migration. This allowed them to reside in Kazakhstan and obtain necessary documents. The apartment owner has been charged with criminal responsibility," the committee head added.
