"In Kazakhstan, a pilot project has started to involve independent experts in the assessment of citizens referred by medical organizations for medical and social expertise in a remote proactive format. Full-scale implementation of the independent expert institute is planned in the Social Code of the Republic of Kazakhstan from January 1, 2025," stated the Ministry of Labor and Social Protection.

Candidates for independent experts must have:

  • a higher medical education;
  • a specialist certificate in the field of healthcare;
  • a document confirming training on medical and social expertise conducted in the last 5 years.

Experts will be selected on a competitive basis, taking into account their qualifications and work experience.

As part of the pilot project, such a competition has already taken place, with about 50 people participating. A total of 18 expert doctors successfully completed all stages of the selection process and have already started working.

Experts receive medical documents automatically in electronic and anonymized form from the information systems of government agencies and the Ministry of Health. Cases are distributed extraterritorially, meaning an expert from Almaty can receive documents from other regions, excluding Almaty.

"The introduction of the independent expert institute aims to eliminate direct contact between citizens and experts, thereby reducing the risk of corruption," the agency explained.

After conducting medical and social expertise procedures for establishing a disability group, further allocation of entitled social payments and special social services is carried out proactively without the applicant's participation.

The pilot project for remote medical and social expertise has been successfully implemented throughout Kazakhstan since January 1, 2022. To date, remote proactive assessments are conducted for 30 nosological forms. Since the beginning of the year, more than 60,400 applications from all regions of the republic have been reviewed.
