Tengrinews.kz - Kazakh authorities are considering introducing an excise tax on sugar-sweetened beverages in an effort to combat rising obesity rates, according to Healthcare Minister Akmaral Alnazarova.

According to the minister, current legislation does not provide a clear definition of "sugar-sweetened beverages," which is an issue that still needs to be addressed.

Alnazarova noted that the Healthcare Ministry is working together with members of parliament to draft measures aimed at implementing the tax.

"Of course, there are business interests involved in this process that cannot be ignored. However, as a government body responsible for the nation’s health and future, we are obligated to defend our position. You just have to look around — it's plain to see how many children today are overweight or show signs of obesity. Unfortunately, this is the result of uncontrolled consumption of sugary drinks and fast carbohydrates," Alnazarova added.

She also said the proposed legislation could be passed in 2026.

"We have developed a comprehensive draft law introducing changes to the [Kazakhstan] Code on Public Health and the Healthcare System. It has now been five years since the code was adopted, and the time has come to revise certain provisions. I believe that by the end of 2026, we will be able to resolve several key issues," the minister stated.
