According to statistics cited by the deputy, the number of foreign citizens who violated the laws of our country increased significantly in 2024.

"This year alone, more than 82 thousand migrants were brought to administrative responsibility, and almost 1.2 thousand employers illegally used labor from abroad. Of particular concern is the use of forged documents and the registration of migrants in "rubber" apartments. In Almaty and other regions of the country, thousands of cases of fictitious registration of foreign citizens have been identified, including with the participation of employees of state institutions," Zheksenbai noted in her parliamentary inquiry.

Citing data from the Ministry of Labor and Social Protection of the Population, the deputy said that 13.2 thousand foreigners officially work in Kazakhstan. At the same time, most of them do not have the necessary work permits, which creates risks for national security and upsets the balance in the labor market.

According to the senator, in the context of globalization and increased migration flows, Kazakhstan needs to tighten control over the movement of foreign citizens, develop a system for legalizing labor migrants and toughen penalties for those who organize illegal migration and exploitation of labor resources.

"Only a comprehensive approach, including strict measures at the border, innovative control technologies and raising awareness among migrants, will help to cope with illegal migration. It is important that Kazakhstan not only protects its economic interests, but also maintains stability in society, ensuring safe and fair employment for everyone," the deputy concluded.

Earlier, the Ministry of Foreign Affairs and the Ministry of Internal Affairs of Kazakhstan published a joint order, according to which changes were made to the rules for issuing visas and invitations for foreigners, as well as extending and reducing their validity periods.
