At the Senate plenary session, an agreement between Kazakhstan and Vietnam on the transfer of convicted persons was ratified. Senator Marat Kozhaev noted that the legal institution of transferring individuals sentenced to imprisonment has become widespread and is aimed at protecting the rights of citizens. Furthermore, the return of convicted foreigners helps reduce budget expenses for their upkeep.
"In this regard, I have the following questions: How many foreign citizens are currently serving sentences in Kazakhstan? Which country has the most citizens here? And are there such agreements (on transfers) with these countries been concluded? Can you specify the number of Kazakhs convicted in Vietnam or Vietnamese nationals convicted in Kazakhstan?" Kozhaev asked.
Deputy Prosecutor General Galymzhan Koigeldiev reported that currently, 1,085 foreign nationals are serving sentences in correctional facilities in Kazakhstan.
"Most of them are from CIS countries: 527 from Uzbekistan, 234 from Russia, as well as from Turkmenistan, Tajikistan, and Azerbaijan. Citizens of these countries are currently serving sentences. Since 1998, we have been working in this direction under the Moscow Convention. With your support, last year we ratified a bilateral agreement with Uzbekistan. We have a total of 24 such agreements," said the Deputy Prosecutor General.
According to him, there are no Vietnamese nationals serving sentences in Kazakhstan, nor are there Kazakh nationals serving sentences in Vietnam.
