The Russian national appeared at the akimat of the city of Altai in February. He walked through the floors of the regional administration building, offering cosmetics to officials and visitors.
The seller persistently offered his products to officials, pulled on office door handles, and refused to leave the building despite requests. Eventually, employees called the police, who escorted him out of the building and issued a protocol for an administrative violation.
The court examined the case under the article on "persistent solicitation in public places for the purpose of buying, selling, exchanging, or acquiring goods, committed by a person who is not a business entity."
After hearing the details of the case, the judge sentenced the defendant to a one-day arrest.
