By decree of the Head of State, Erlan Tynymbayuly Karin has been appointed First Deputy Head of the Administration of the President of the Republic of Kazakhstan. He has been relieved of his previous position.

He previously served as State Counselor.

Note: The State Counselor is an official of the Republic of Kazakhstan appointed and dismissed by the President. The State Counselor operates under the direct supervision of the President and is accountable to them. The full version of the document is available on the Akorda website.

In January of this year, at a meeting of the National Kurultai, President Kassym-Jomart Tokayev announced plans to abolish the position of State Counselor. At the time, he noted that several administrative structures supporting the current Parliament, as well as the post of State Counselor, were subject to dissolution.

Erlan Karin was born on May 26, 1976, in Aksu (Turkestan region). He is a Kazakhstani political and public figure, political scientist, and scholar. An expert on terrorism, he was one of the key participants in Operation Zhusan.

In 1997, he graduated from the Faculty of History at Zhubanov Aktobe State University, and in 1999, he completed postgraduate studies at the Faculty of Philosophy and Political Science of Al-Farabi Kazakh State University. He holds a PhD in Political Science, with a dissertation titled "Domestic Political Aspects of the National Security of the Republic of Kazakhstan".

At various times, he worked as a history and geography teacher, a lecturer in the Department of Political Science at Aktobe State University, a staff member of the Center for Political Research at the Kazakhstan Development Institute, and Deputy Director of the Institute of Russia and China.

From 2000 to 2003, he served as Director of the Central Asian Agency for Political Research.

Between 2002 and 2003, he was a freelance advisor to the Prime Minister. He served as First Deputy Chairman of the Asar Republican Party and headed the Center for Anti-Terrorist Programs.

In 2006, he was appointed advisor on political issues to the Akim of the Mangystau region.

In February 2008, Erlan Karin was appointed Head of the Internal Policy Department of the Presidential Administration. Later, he was appointed Secretary of the Nur Otan party.

In October 2014, he became Director of the Kazakhstan Institute for Strategic Studies under the President.

On February 9, 2017, he was appointed Chairman of the Board of RTRK Kazakhstan JSC.

On April 5, 2019, he was appointed Advisor to the President.

On July 30, 2020, he became Assistant to the President for Political Affairs.

From January 5, 2022, he served as State Secretary.

On June 14, 2022, Erlan Karin was appointed State Counselor.
