Tengrinews.kz – Kassym-Jomart Tokayev has signed the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of the City of Alatau,” citing Akorda.
The main purpose of the Constitutional Law is to create conditions for the accelerated and sustainable development of the city of Alatau.
The city’s unique legal status represents a fundamentally new approach to building an independent ecosystem aimed at creating a favorable environment for innovation, investment and economic growth.
“The Constitutional Law introduces a new model of public administration for the city of Alatau and establishes key approaches to regulating entrepreneurship, customs, digital assets, gambling, the social sphere, the financial market, architecture and urban planning, ecology and environmental protection, culture and sports,” Akorda’s press service noted.
The legal status of “Alatau resident” has been established. It will be granted by the city administration to individuals and legal entities in a number of categories, which will determine the permissible scope of application of the special regime, as well as the relevant rights, obligations and requirements.
The city’s long-term investment and technological development will be ensured on the basis of strategic documents — a long-term development plan, a master plan and a development strategy for the city of Alatau.
To ensure the safety, effective functioning and development of Alatau as a “smart city,” all data on infrastructure facilities and public safety systems will be integrated into a unified urban digital platform for managing the urban space.
The Constitutional Law also regulates the investment climate and guarantees for investors, fiscal policy, city design and land relations.

The city of Alatau appeared in Kazakhstan in 2024 on the basis of the village of Zhetygen. The government approved its general plan.
At the same time, the boundaries of the Ili and Talgar districts, as well as the city of Konaev, were changed, with part of their territories included in the new city.
The city is intended to become a point for attracting investment and a new center of business activity and innovation. Multibillion-dollar agreements have been signed with major international companies. One of them was involved in the development of the Shenzhen technopolis and will now work on the Alatau City project.
