PACE adopts declaration on Kazakhstan
Tengrinews.kz – The Parliamentary Assembly of the Council of Europe (PACE) has adopted a written declaration titled “The Constitutional Referendum in Kazakhstan: A New Stage of Reforms.” The document expresses support for the political transformations initiated in Kazakhstan following the nationwide referendum held on March 15, 2026, according to the Consulate General of Kazakhstan in Strasbourg.
Tengrinews.kz – The Parliamentary Assembly of the Council of Europe (PACE) has adopted a written declaration titled “The Constitutional Referendum in Kazakhstan: A New Stage of Reforms.” The document expresses support for the political transformations initiated in Kazakhstan following the nationwide referendum held on March 15, 2026, according to the Consulate General of Kazakhstan in Strasbourg.
The document was authored by PACE member Mehmet Akalın (Turkey, the Alliance of Liberals and Democrats for Europe group). The declaration, signed by 22 parliamentarians representing various political groups and national delegations of European countries, describes the referendum as an important stage in Kazakhstan’s institutional transformation and the modernization of its system of public administration.
PACE members welcome the objectives of the constitutional reforms, including the transition to a more balanced system of governance, the strengthening of accountability mechanisms, expanded access to constitutional justice, and enhanced guarantees for the protection of human rights.
The declaration also highlights the constructive dialogue between Kazakhstan and the Council of Europe within the framework of existing cooperation mechanisms aimed at exchanging experience in the fields of constitutional development, the rule of law, and human rights protection.
Furthermore, the parliamentarians expressed their readiness to support the country’s continued efforts to strengthen democratic governance and the rule of law, recognizing Kazakhstan as a reliable partner in the Eurasian region.
As a reminder, Kazakhstan’s new Constitution will come into force on July 1. It was adopted through a nationwide referendum held on March 15. According to official data from the Central Referendum Commission, 87.15 percent of participants voted in favor of the new Basic Law.
