Tengrinews.kz – One of the main advantages of purchasing electric vehicles (EVs) in Kazakhstan was the opportunity for duty-free imports under a quota system. However, starting in 2026, this benefit will no longer apply.
At a meeting of the Eurasian Intergovernmental Council, government leaders agreed that, starting next year, the duty-free import quota for electric vehicles will remain only for Armenia (15,000), Belarus (20,000), and Kyrgyzstan (15,000). Kazakhstan was not included in this list.
Additionally, the transfer of such electric vehicles to citizens or residents of Kazakhstan and Russia has been prohibited.
How to import electric vehicles now
Previously, the State Revenue Committee reported that by October 15, 2025, the entire quota had been used up, with 15,000 electric vehicles already imported.
However, Kazakhstani citizens will still be able to import electric vehicles under the following conditions:
Unified Customs Tariff (UCT) of the EAEU:
- Customs fee: 6 MRP (monthly calculation index);
- VAT: 12%;
- Import duty: 15% of the customs value.
WTO obligations for Kazakhstan:
- Customs fee: 6 MRP;
- VAT: 12%.
Since the import quota for electric vehicles has already been exhausted this year and will not be provided next year, those planning to purchase an EV abroad will have to import it under standard customs rules.
