The rules will govern the placement of such areas, traffic organization, and the level of their technical equipment.

According to the draft, several factors will be taken into account:

  • geography;
  • checkpoint capacity;
  • projected traffic, as well as the region’s terrain and climate.

Special attention is being given to traffic organization. The system must ensure the separation of traffic flows at every stage — from entry and identification to waiting, service, and exit.

This is expected to reduce congestion and improve safety.

What zones will appear

The waiting areas are planned to be divided into three parts: parking, commercial, and administrative.

The parking zone will provide separate spaces for freight and passenger vehicles. An electronic queue system will also be introduced, with registration through terminals and mobile apps. At the same time, the minimum capacity for freight transport must be at least 200 spaces.

The commercial block will include service facilities for drivers and carriers.

The administrative part will include infrastructure for staff and, where necessary, government agencies.

A separate set of requirements concerns equipment. The waiting areas must be fitted with automated entry and exit points, license plate recognition systems, and integration with state databases.

In addition, security systems, stable mobile communication, and internet access will become mandatory.

The ministry believes that these measures will help manage traffic flows more efficiently, reduce queues at the border, and improve the quality of service for carriers.
