Tengrinews.kz – Beginning October 1, 2025, foreign visitors arriving in Taiwan will no longer need to fill out paper arrival cards at the border. Instead, they will be required to complete the electronic Taiwan Arrival Card (TWAC), the National Immigration Agency (NIA) announced.
The new system is designed to make travel more convenient and speed up border control procedures.
"The form must be filled out online in advance. Without it, you won’t be able to pass passport control," the NIA emphasized.
How to complete the form
The TWAC is free and available on the official website twac.immigration.gov.tw. Travelers can submit it up to three days before departure. After submission, a confirmation email is sent, but there is no need to show it at the border — immigration officers will scan the passport, and the information will appear automatically.
The service is available in Chinese and English, with guidance in seven additional languages, including Japanese, Korean, Thai, Vietnamese, and Indonesian. To save time, travelers can upload a photo of their passport page, allowing the system to automatically fill in personal details. Group submissions are also possible: one person can complete the form for up to 16 travelers.
Who needs to fill out the TWAC
The electronic form is mandatory for:
- foreign nationals entering with or without a visa;
- Hong Kong and Macau residents with multiple-entry permits;
- mainland Chinese citizens with multiple-entry travel passes;
- anyone without household registration or a resident card in Taiwan.
QR codes linking to the form will be displayed at airports and seaports. While it is possible to complete the TWAC before boarding or upon arrival, the NIA strongly recommends filling it out in advance to save time and avoid delays.
