The procedure is set to start on December 1, 2024, at Moscow's airports, the Mashtakovo automotive checkpoint in the Orenburg Region, and the Kazakhstan border.

"This is still an experiment. After testing the algorithm, the government, together with colleagues from the Federal Security Service (FSB), will consider scaling it to all border crossings," said Aleksandr Gorovoy, the First Deputy Minister of Internal Affairs of the Russian Federation, who oversees migration policy in the ministry.

Moscow was chosen for the experiment as a "traditional center for attracting foreign citizens and a major transport hub."
