Kyrgyzstan Introduces new registration rules for visa-free countries

According to the local Ministry of Digital Development, starting from September 5, 2024, a resolution of the country's Cabinet Ministers titled "On the issues of the stay of foreign citizens and stateless persons on the territory of Kyrgyzstan" will come into effect.

The document introduces changes to the registration procedure for citizens of countries with visa-free entry, including:

  • Russia;
  • Kazakhstan;
  • Tajikistan;
  • Armenia;
  • Belarus;
  • Georgia;
  • Azerbaijan;
  • Moldova.

"The ministry draws attention to the updated rules for citizens staying in Kyrgyzstan for more than 60 days for private purposes not related to work, study, or business. Their registration will be conducted based on a document that grants the right to stay in the country depending on the purpose of the visit," the statement from the ministry reads.

Previously, citizens of Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan, and Moldova were granted registration for 6 months with the possibility of extension. Now, registration and extension for citizens of these countries staying in Kyrgyzstan for an extended period for private purposes will only be possible with one of the following documents:

- Residence permit;

- Stateless person identification;

- "Kairylman" identification;

- "Meken-cart" identification.

"If not otherwise stipulated by international agreements to which Kyrgyzstan is a party," the ministry reported.

Citizens of EAEU member states (Armenia, Belarus, Kazakhstan, Russia) can stay in Kyrgyzstan without documents for a total of up to 90 days within each 180-day period from the date of entry.

Citizens of Tajikistan, Georgia, Azerbaijan, and Moldova can stay in Kyrgyzstan for up to 60 days within each 120-day period without documents. After 60 or 90 days of stay without registration, they must leave the country and can return after 60 or 90 calendar days, respectively.

Nationals of EAEU countries (Armenia, Belarus, Kazakhstan, Russia) can stay in Kyrgyzstan without documents for up to 90 days within every 180-day period. Citizens of Tajikistan, Georgia, Azerbaijan, and Moldova can stay in Kyrgyzstan for up to 60 days within every 120-day period without needing to obtain any documents.

After 60 or 90 days of stay without registration, they must leave the country and can return only after 60 or 90 calendar days, respectively.

The regulation provides for the issuance of a temporary residence permit for citizens staying in Kyrgyzstan for private purposes. This document is processed within 15 working days, is issued for one year, and can be renewed annually for up to 5 years. To obtain the temporary residence permit, one needs to apply to a territorial unit of Population Registration or a public service center.

Additionally, the Ministry of Digital Development reminds that according to the law, citizens of certain countries are exempt from mandatory registration for specific periods from the date of entry into Kyrgyzstan:

  • Russia, Kazakhstan, Belarus, Armenia – 30 days;
  • Azerbaijan – 15 days;
  • Tajikistan – 60 days;
  • Georgia – 90 days.

Citizens of Moldova must complete registration within 5 working days from the date of entry into the country.

Earlier, Pakistan introduces free visas for tourists from Kazakhstan. There was also a case when the Government of Kazakhstan approved a visa-free agreement with Thailand.
