Tengrinews.kz – President Kassym-Jomart Tokayev has proposed establishing a specialized research university focused on artificial intelligence (AI) in Kazakhstan, highlighting the growing importance of digital skills and AI across all industries.
Speaking today at the AI Development Council meeting in Astana, Tokayev emphasized the need for Kazakhstan to prepare highly skilled professionals in this field.
"In the age of modern technologies, every specialist should possess digital skills and be able to harness the potential of artificial intelligence. Currently, Kazakhstan lacks an institution that focuses specifically on training specialists in this field. Such universities already exist worldwide. For example, the UAE has established the Mohamed bin Zayed University of Artificial Intelligence. We must also address this issue and make concrete decisions," Tokayev stated.
The President noted that some may question why Kazakhstan needs such a university.
"The main goal is to train qualified professionals who will integrate AI technologies into all sectors of the economy. A research university should serve as a center for education, innovation, and international communication. In today's global market of knowledge and technology, competition is fierce. Talented youth should be able to receive world-class education not only abroad but also at home. This is a crucial issue that will impact Kazakhstan’s future," Tokayev stressed.
Currently, over 63,000 students are enrolled in IT programs at 79 universities across Kazakhstan. Since last year, AI courses have been incorporated into educational curricula, and research centers are working on AI-related projects. In 2024, Kazakh scientists developed their own language model, KAZ-LLM.
"These projects are undoubtedly important, but there is still much work to be done. I believe it’s essential to open a research university specializing in artificial intelligence and grant it special status. We must also collaborate with top partners from leading institutions. The government should provide concrete recommendations by the end of the year," Tokayev added.
Earlier, in his September 8 State of the Nation Address, Tokayev called for the accelerated adoption of the Digital Code and proposed the creation of a separate Ministry of Artificial Intelligence and Digital Development.
