Tokayev said the world has entered a new era of technological transformation, with artificial intelligence becoming one of the key drivers of global growth.
The President stressed that integrating AI into the country's investment policy is a critical priority, as it will help eliminate routine procedures and create a "smart filter" enabling investors to access government services faster, more accurately, and more efficiently.
"According to UNCTAD forecasts, the global AI economy will reach around $5 trillion by 2033. This means the sector will expand nearly 25-fold in just a decade, clearly demonstrating the growing role of artificial intelligence in the global economy.
Kazakhstan intends to move actively in this direction. In last year's State of the Nation Address, I set a specific goal of transforming Kazakhstan into a fully digital state. To ensure the systematic implementation of this agenda, 2026 has been declared the Year of Artificial Intelligence and Digital Development. As we shape the future, we are placing the highest priority on the digital security of our citizens.
The new Constitution of Kazakhstan firmly guarantees everyone's right to personal data protection. To strengthen the institutional framework, we have established the Ministry of Artificial Intelligence and Digital Development. We have also launched the Council for the Development of Artificial Intelligence," Tokayev said.
The President also informed council members that Kazakhstan is rapidly developing its digital infrastructure. He noted that the country has become the first in Central Asia to commission two supercomputers built using cutting-edge technologies.
"These investments are supported by a modern legal framework that meets the demands of the digital era. The recently adopted Digital Code, the Law on Artificial Intelligence, and the Digital Qazaqstan strategy provide a clear roadmap for the country's technological development. They also create favorable conditions for innovation, investment, and expanded international cooperation.
In addition, we intend to establish the Data Center Valley, one of the key pillars of Kazakhstan's digital economy. This flagship project is designed to become a major hub for global capital and leading technology companies. Industry leaders such as Amazon, G42, and others have already begun exploring opportunities to participate in this ecosystem," the President said.
Tokayev also reiterated Kazakhstan's commitment to sustainable development, emphasizing that the country's top priority is to adapt in a timely manner to evolving economic and political conditions.
