Tengrinews.kz – Following talks in Moscow, Presidents Kassym-Jomart Tokayev and Vladimir Putin signed a declaration to elevate interstate relations between Kazakhstan and Russia to the level of comprehensive strategic partnership and alliance.

Tengrinews.kz – Following talks in Moscow, Presidents Kassym-Jomart Tokayev and Vladimir Putin signed a declaration to elevate interstate relations between Kazakhstan and Russia to the level of comprehensive strategic partnership and alliance.

Tokayev described the document as “historic,” emphasizing that it reflects the “steadfast mutual trust and broad prospects for cooperation between our nations.” He thanked Putin for his personal contribution to strengthening bilateral ties.

“In Kazakhstan, we know and respect the President of Russia as a statesman of global stature, whose name is well known across the world and symbolizes faith and determination in defending the interests of the Russian people and the entire Russian state in today’s turbulent world. Kazakhstan is sincerely interested in the prosperity of the Russian Federation. I highly value our talks — they were open, trusting, and practically beneficial,” Tokayev said.

In the presence of both leaders, a number of intergovernmental and interagency agreements were also exchanged, including:

  • A Comprehensive Program for Economic Cooperation between the governments of
  • Kazakhstan and Russia for 2026–2030.
  • An agreement on cooperation in transit transportation and transshipment of goods destined for third countries.
  • An agreement on ensuring transport security.
  • The creation of a Kazakh-Russian interstate commission for flight testing of the Soyuz-5 and Baiterek space rocket complexes.
  • An agreement to open a Russian Consulate General in Aktau.
  • A cooperation agreement on sanitary and epidemiological safety.
  • A memorandum on developing special economic zones.
  • A memorandum of intent between the education ministries of both countries to establish joint schools in Kazakhstan and Russia.
  • A joint plan to reintroduce Amur tigers from Russia to Kazakhstan and support their adaptation.
  • A memorandum on nuclear and radiation safety cooperation in the peaceful use of atomic energy.
  • A plan to develop road border checkpoints.
  • An agreement between Kazakhstan Temir Zholy and Russian Railways on improving border junctions.
  • A memorandum on cooperation between Kazpost and Russian Post.

Earlier today, President Tokayev also took part via video conference in the 21st Kazakhstan–Russia Interregional Cooperation Forum, held in Uralsk.
