Tokayev amends decrees on civil service

Tengrinews.kz – President Kassym-Jomart Tokayev has introduced amendments and additions to several decrees related to civil service.
Under the changes, political civil servants may be held accountable for:
- Failing to fulfill duties or orders from the President or the Presidential Administration;
- Abuse of authority;
- Violating discipline and ethical norms;
- Breaching restrictions applicable to civil servants.
- Automation of HR Processes
By the end of 2025, all state bodies are required to automate human resource processes using the Unified Personnel System, as per an addition to the decree on debureaucratization.
The updated rules clarify how staff positions can be reallocated among government bodies:
- Redistribution of vacant positions is allowed only with government approval.
- Exceptions include emergencies, the creation of new bodies, changes in administrative-territorial structures, and Presidential orders.
- Certain entities, such as the Presidential Administration, the Government Apparatus, and organizations with fewer than 100 employees, are exempt from staff redistribution.
The amendments take effect immediately upon the signing of the decree.
