Shuvalov outlines Eurasian Economic Union timeframe and benefits

In Astana, a prominent Russian politician Igor Shuvalov has talked about benefits of entering the Eurasian Economic Union (EEU), Tengrinews reports.

“We have agreed on transition periods. Some of them are short. For example, during the latest meeting, the presidents instructed to reach an agreement on medical products as soon as possible. Once the agreement is in place, we are going to produce medical products, register them and put them into circulation under unified procedures in 2 years time,” Shuvalov said during the meeting.

Shuvalov added that some issues concerning other spheres of unification under the EEU might take up to 10 years. “We hope to come to an agreement on the single oil and gas market during this period,” Shuvalov added.

Thanks to the new union, citizens of the EEU member-countries will be able to work in any of the EEU country without any restrictions. “That said, workers will have the same social safety net as the citizens of the country they come work in,” he explained.

This will increase competition, as citizens of Kazakhstan, Belarus and Russia will have an opportunity to open businesses in any EEU country they like. “A person can choose to set up a business in any country he or she finds most beneficial in terms of taxation, licensing and attracting work force,” Shuvalov said.

“Moreover, we have agreed that our borders will be open for services and goods produced in the member-countries, no validation procedures will be required. In case a certain product is put into circulation in Belarus or Kazakhstan, Russia will regard this product same as those produced in Russia,” the Russian representative in the EEU explained. He added that the same goes for products produced in Russia and exported to Kazakhstan and Belarus.

The EEU will also facilitate recognition of diplomas and degrees. “However, if it is a pedagogical or medical degree, there will be some limitations and a degree recognition procedure will still be required,” Shuvalov said.
