Rakhim Oshakbayev has been appointed Vice-Minister of Investments and Development of Kazakhstan, Tengrinews reports citing the press secretary of the Ministry Kaisar Zhumabaiuly.

Rakhim Oshakbayev has been appointed Vice-Minister of Investments and Development of Kazakhstan, Tengrinews reports citing the press secretary of the Ministry Kaisar Zhumabaiuly.

The former Vice Minister Yerlan Sagadiev left his post on July 10. Minister Asset Issekeshev introduced the newly appointed Oshakbayev to the colleagues at the Ministry on August 22, 2015.

Rakhim Oshakbayev, who previously worked at the National Chamber of Entrepreneurs (NCE) successfully passed the interview with the Ministry. The Chairman of the National Chamber of Entrepreneurs Ablay Myrzakhmetov praised his former deputy for diligent work and adaptability. “I believe he was one of the strongest members of our team. He was a great asset. I’m grateful to him. We’ve worked with Rakhim for 3.5 years. He is very passionate, learns quickly and he is very ambitious. Businessmen noticed his qualities and spoke highly of him. We realized from the beginning that the NCE has a high potential for becoming a candidate pool,” Myrzakhmetov said. 

Rakhim Oshakbayev graduated from the Moscow State University in 1999 with a major in economics. Between 1999 and 2000 he completed his military conscription. Oshakbayev began his career in finance and leasing company KazAgroFinance in 2001 as a Chief Accountant. He later worked as Managing Director and Deputy Chairman of the Board in Loan and Leasing. In July 2002, Oshakbayev was appointed Chairman of the Board of Directors. In October 2003, he led a project on development of leasing in Kazakhstan in the International Finance Corporation of the World Bank. Between 2004 and 2008, Oshakbayev was a businessman and led a private company. In 2009-2011, he was the General Director of APK Analytical Center of Economic Politics. In May 2011, the newly appointed Vice Minister served as the Director of the Information and Analytical Department at Samruk Kazyna Kazakh national wealth fund. Before getting the appointment as Vice Minister of Investments and Development of Kazakhstan, Oshakbayev worked as the First Deputy Chairman at the National Economic Chamber Soyuz Atameken since 2012.
