Vladimir Putin met Petro Poroshenko of Ukraine earlier this week in Minsk. The presidents of Belarus and Kazakhstan, as well as representatives of the EU attended the negotiations as well.
No ready-made solutions to the crisis in Ukraine have been produced; however, many believe the talks somewhat shook the stalemate. One of them is Kazakhstani political scientist Yerlan Karin, who claimed that the talks were a progress in his interview to Tengrinews.
“At this point it seems to me that none of the parties expect or believe a serious breakthrough is possible. However, this does not mean that the parties are not determined on achieving results. What's most important is for the dialogue to start, the parties to meet and voice their opinions and start discussing next steps," Yerlan Karin said.
"Now, if the Western leaders are indeed interested in normalization of the situation in Ukraine, they should support all the (peacemaking) efforts and initiative, regardless of their which side they come from. In this situation, they should express some optimism and welcome the fact that Moscow and Kiev are ready to negotiate," Karin said.
Speaking about the future of the talks, Karin said that the next round may be held in Astana, the capital of Kazakhstan. “I am sure that another meeting will be held after Minsk. The dialogue may continue in Astana,” Karin said.
The political analyst said that the talks in Minsk saw both Nazarbayev and Lukashenko attempting to play the role of a mediator. “However, here it is worth mentioning that Minsk has much closer contacts with Kiev. Lukashenko attended the inauguration of Poroshenko, recently congratulated him on a holiday [Ukraine’s Independence Day]. This shows that they have established contacts of a certain kind. Still, Minsk is somewhat limited in maneuvering because its relations with Europe are strained,” Karin noted.
Unlike Minsk, Astana has well-oiled diplomatic relations with the West. In addition, Karin pointed out that Kazakhstan has been a “reliable partner for Moscow” and has contacts with Kiev. This leaves Astana “greater room for maneuvering”.
“But I think that no one is now trying to stick out their role, all are set on working out a solution. In general the roles between Astana and Minsk are distributed correctly," the expert stressed.
