Kazakhstan’s President on plans to construct a 4th oil refinery

Kazakhstan should boost crude deep conversion, according to Kazakhstan’s President Nursutan Nazarbayev. “Amidst economic crisis conditions, crude and gas refining is a solution. The sooner Kazakhstan starts doing that, the more effectively the country will be developing. [Despite earlier abandoned plan to build up a fourth oil refinery], we need to construct another oil refinery”, he said in a TV link-up on industrialization programs in Kazakhstan.

Back in the autumn 2014 the country’s Energy Ministry announced that a decision had been taken to build up the processing capabilities of the Shymkent-based oil refinery rather than have a 4th refinery constructed.

“We should construct a 4th oil refinery so that we wouldn’t have to turn to other nations as we have abundant oil reserves at hand”, Head of State said.

Besides, he finds it viable to have a number of oil and gas processing facilities: “they are expensive to construct. But they will enable to produce a range of products from medicine to clothes to polyethylene (…) I will task the Government with attracting at least 5 large transnational corporations to have 5 processing facilities constructed in Kazakhstan”.

He reminded about agreements with China “to launch a couple of dozens of processing facilities in a number of industries (…) tomorrow the country’s Investments Minister Asset Issekeshev is going to China with his team to define such projects (…) I believe we should have another unit constructed at the Pavlodar-based aluminum processing plant to bring up its capabilities from the current 250 000 tons to 500 000 tons; and have another smelter constructed in Rudny or Kostanai”, President said.
