Tengrinews.kz – President Kassym-Jomart Tokayev has announced that Kazakhstan will open its doors to talented foreign specialists, stressing that nationality will not be a barrier. He made the statement during his annual Address to the Nation.
Tokayev noted that while the state continues to provide the main share of funding for science, the return on these investments in the form of patents, technologies and industries remains insufficient.
“In the transition to a knowledge economy, it is important to integrate the management of science, education and innovation. Innovation policy should be transferred to the Ministry of Science and Higher Education, which, together with the Academy of Sciences, must actively coordinate research institutes and universities,” he said.
The President emphasized that universities focusing on artificial intelligence should be given more opportunities. He also called for additional support for talented researchers and for effective mechanisms to bring qualified Kazakh specialists back home. Migration policy, he added, should be reoriented toward meeting workforce needs.
“It is important to attract strong specialists from abroad, regardless of their nationality, who can contribute to the country’s development. We must create conditions for them to stay in Kazakhstan, as we urgently need qualified professionals, especially true masters in technical fields. In modern terms, we require ‘high-quality human resources,’ because educated and responsible citizens form the foundation of our economy and the future of Kazakhstan,” Tokayev said.
