Only political will is able to vanquish terrorism in Kazakhstan, Tengrinews.kz reports citing famous political writer and representative of Association of Near-border Cooperation Marat Shibutov as saying at the meeting in the Club meeting of the Institute of Political Solutions (IPS). He was talking about explosions in Atyrau that were tagged the first terrorist attacks in Kazakhstan. He thinks that terrorism should to be talked about openly, without hiding real facts. He talked about possible methods of countering terrorism. According to him, demonstration of secular status of the country, concentration on countering Wahhabis and changing the legislation to ease anti-terrorist activities are important aspects in countering this evil. He also gave an example of the experience of Chechnya, Ingushetia and Dagestan, which included non-judicial elimination of terrorist leaders, including abroad, taking their families as hostages, using institutes of traditional society against Wahhabis, tortures and counter-terrorist operation mode. Shibutov told about different types of terrorism: Dagestan, Chechen, Latin, Iraq. He supposed that Dagestan type is probably used in Kazakhstan, which is characterized by killing policemen and officials. According to him, suicide bombers are young people with good tactic preparedness and weak structuredness. The expert noted that Kazakhstan’s terrorism has a prevailing religious factor. He noted the main shortcomings of the law-enforcement forces of the country: there is no political will to hold law-enforcement works in all structures, there is weak technical equipment and personnel, as well as no institutional measures like Russian counter-terrorist operation mode. Shibutov thinks that law-enforcement authorities of the country are not open enough with the media, which causes gossips, misunderstanding and missinterpretation of publications. The first blast was in a garbage can at Kulmanov street. Later an unknown man blew himself up in Saryarka region.
