Kazakhstan General Prosecutor Askhat Daulbayev told about gross violations in control over explosives in Kazakhstan, Tengrinews.kz reports. “Crates of armaments were falling out of trucks during the recent drills. Detonators, shells... we have found so many things recently. Huge amounts of armaments slip from militarymen's control nowadays. In this relation, we have to work out a clear package of measures aimed at protection of this property,” he said at the meeting of the coordination council on ensuring legitimacy, law order and countering crime. “If I’m not mistaken, 12 boxes of trotyl, 4 boxes of ammonite and 579 bags of gunpowder and saltpeter were discovered in Kapchagai (near Almaty) in an unguarded stockpile. Can you imagine what will happen if all that gets into the hands of our jihadists?” the General Prosecutor said. He called his colleagues to pay special attention to the explosives turnover control. “There is absolutely no control! All this can end up in someone’s hands. We were just lucky. I suggest that you work with experts on storage, accounting and alarm system. We have to work out very clear practical measures with the National Security Commission, Interior, Defense and Emergency Situations Ministries. A tragedy can be worse than one can imagine, if we don’t do it,” he said. The General Prosecutor pointed out a necessity of imposing a legislative ban on procurement and bearing of weapons “by persons known to be prone to terrorism and extremism”, as well as restrict access of these persons to works related to use of explosives (including certain construction and mining works).
