"Reorganization of the Agency for Civil Service Affairs and the Agency on Fighting with Economic and Corruption Crimes (Financial Police) is a very well-known and long-debated issue. There have been many questions around this,” Nazarbayev started. “The Financial Police shall be abolished and its functions and powers to prevent, detect, suppress, investigate and solve corruption crimes and offenses transferred to the newly created Agency for Civil Service Affairs and Fight against Corruption. And the functions related to economic and financial offenses shall be transferred to the Ministry of Finance.”
The President appointed Kairat Kozhamzharov, former Secretary of the Security Council, as the Chairman of the new Agency for Civil Affairs and Fight against Corruption. “He has ample experience of working in the administration and in fighting against corruption, I think he will be success, especially on the latter. Alikhan Baimenov (former Chairman of the Agency for Civil Service Affairs) has put the civil service back on track. He will continue working as the Deputy in this agency if he accepts,” Nazarbayev said, noting that the ex-chairman of the Financial Police Rashid Tusupbekov would be offered another position.
The President explained the reasons behind the announced changes: "You see, what happened is that the same entity, the Financial Police, had two separate wings. One part fought against corruption, while the other part was dealing with economic (offences). It is "convenient", there is this wing, where guys handle the economic part and pressure businesses to get something out of them. And they are not afraid to do it because their pals work in the same entity fighting corruption. But from now on, this new Agency for Fighting against Corruption will be overseeing those handling tax and business offences. I believe this is proper."
The President of Kazakhstan also declared that the government would be restructured: out of 17 ministries, nine agencies, 54 committees, 272 departments only 12 ministries and about 30 committees will remain.
