Tengrinews.kz – President Kassym-Jomart Tokayev announced that the e-Parlament system could soon become a widely used tool in Kazakhstan during the first session of the working group on parliamentary reform.
“The upcoming reform aligns with comprehensive changes in other areas: the economy, social development, and technology. Digitalization and the implementation of artificial intelligence are already transforming governance systems worldwide. Several countries are testing elements of an ‘electronic parliament’ to ensure new forms of citizen participation and improve legislative efficiency,” Tokayev said.
He added that this trend is expected to strengthen, and Kazakhstan is deliberately emphasizing this direction.
“E-Parlament may soon become as widely used as the current e-Gov electronic government system. The transition to a unicameral parliament is partly aimed at adapting to new content and faster legislative processes. Times are changing, and they will dictate their rules. The e-Parlament system is not far off, and its introduction must not compromise the quality of laws passed,” Tokayev emphasized.
Parliament of Kazakhstan
The Parliament of the Republic of Kazakhstan is the country’s highest representative body, established in 1995 under the Constitution. It consists of two chambers:
- Senate (upper house) – composed of members elected indirectly via local maslikhats and appointed by the President; represents regional interests and ensures a balance of power.
- Mazhilis (lower house) – deputies are elected in general elections and form the main legislative chamber.
Each chamber has its own chairman. Historically, each chamber has had about six chairpersons.
In 2023, Kazakh media reported that the country began developing an electronic Parliament system to digitize some processes and integrate artificial intelligence into legislative activities.
