One of the first examples of this approach is an agreement between Italy and Albania.

This significant shift in Brussels' stance on migration is being described as a rightward turn, but it has pleased many countries, especially those facing heavy migration pressure.

“The Pact on Migration and Asylum does not address a question of returns. We cannot accept the fact that we are not effective to deal with those who are not entitled protection status in the European Union. I’m eager to find out more about the innovative solutions proposed by the Commission, and I’m happy about the fact that we recognise that we need to think out of the box in order to address this pressing concern,” said Greek Prime Minister Kyriakos Mitsotakis.

Opponents of building extraterritorial migration centers argue that efforts should focus on establishing ties with third countries to address the social and economic causes of migration and combat organized smuggling and cross-border crime. Among the most vocal critics of the European Commission's new direction are Spain and Belgium.

"History has shown that these solutions don't bring much in the way of results," Belgian Prime Minister Alexander De Croo said.

De Croo stated that these solutions are costly and do not address the underlying causes of irregular migration.

The new proposals have sparked heated discussions, and political analysts believe that the EU member states will not reach a compromise at this summit.

Earlier, we reported that Albania had begun substantive negotiations on joining the European Union. Representatives from Brussels and Tirana met in Luxembourg.
