He noted that through large-scale reforms, Kazakhstan is modernizing its model of statehood.

"The worldview, character, and mentality of our citizens are changing. Kazakhstan is a state governed by the rule of law. This is explicitly stated in the country's primary document—the Constitution. However, this is not merely a principle enshrined in the Basic Law; it requires a proper understanding.

The law must begin in everyday life. This means that every individual's behavior, ethics, discipline, and even character must not contradict the law. According to the Basic Law, Kazakhstan is a secular state. However, secularism does not mean rejecting national identity or consigning the values inherent to our people to oblivion," he noted.

The President also emphasized that citizens of developed nations must, above all, possess a high culture of behavior both in society and in the workplace.

"For instance, we have recently seen how even a simple greeting can often turn into an inappropriate display of rudeness and lack of culture. Therefore, we must strengthen our efforts in this direction. This is by no means a trivial matter: it is by the everyday habits and traditions of a people that foreign guests judge the true state of a nation's culture and development. A high level of civic maturity serves as the foundation for building a progressive country. I want to emphasize once more: all of this begins with simple yet vital principles—everyday etiquette, dignified behavior, and sincere mutual respect," the Head of State said.

Kassym-Jomart Tokayev specified that it is necessary to establish new ethical benchmarks for society through the large-scale promotion of such values.

"This is our common task. In this fundamental matter, medical professionals must serve as an example to our citizens," he added.

During his speech, Kassym-Jomart Tokayev also congratulated doctors on their professional holiday.
