The main goal of the decree is to ensure the sustainable development of Kazakhstan amid the rapid development of artificial intelligence, as well as to create conditions for the formation of a modern, innovative education system as a key element of human capital.

“In accordance with the decree, by July 1, 2026, the government will approve a Comprehensive Action Plan aimed at the large-scale introduction of artificial intelligence into the secondary education system for 2026–2029, which includes the creation of a personalized learning mechanism, digital infrastructure, teacher training and the protection of students’ personal data,” the Akorda statement said.

The decree provides for the use in practical work of recommendations made by Lee Kai-Fu, a member of the AI Development Council, as well as the government submitting concrete proposals by June 1, 2026, for the implementation of a pilot project in secondary education with subsequent scaling. These innovations are aimed at reducing the gap in education quality between urban and rural schools.

By August 1, 2026, within the framework of the pilot project, schools are expected to be provided with technical equipment, including stable high-speed internet.

By September 1, 2026, standards for the use of artificial intelligence in the secondary education system will be approved.

“Also by September 1, 2026, an action plan will be adopted providing continuous professional development and ensuring the use of artificial intelligence technologies in the educational process as an additional effective tool, without harming or replacing the professional activities of teachers,” the Akorda press service said.

The government has been instructed to take measures to strengthen the protection of personal data in secondary education organizations and ensure that educational content complies with state education standards.

“Akimats of Astana, Almaty, Shymkent and the regions are instructed: by August 1, 2026, to approve regional plans synchronized with the Comprehensive Plan for the introduction of artificial intelligence into the secondary education system; to take organizational and other measures for the implementation of the pilot project and the Comprehensive Plan. Control over the execution of this decree is assigned to the Presidential Administration of Kazakhstan,” the Akorda press service noted.

The text of the decree will be published in print.

It should be recalled that on May 4, the second meeting of the AI Development Council chaired by Kassym-Jomart Tokayev took place. In his speech, the President noted that the world has entered a qualitatively new stage of technological transformation.

According to him, the ongoing changes cannot be compared with the industrial revolutions of the 19th and 20th centuries in terms of speed and depth, erasing the boundaries between physical reality and digital space.
