Tengrinews.kz – Kassym-Jomart Tokayev has signed the law “On Artificial Intelligence,” Akorda reports.
The law introduces the fundamental principles for the functioning of artificial intelligence systems.
AI systems are defined as an object of informatization. From now on, artificial intelligence will be recognized as a tool used by humans to achieve specific objectives.
Considering this, the principle of responsibility and accountability is established, according to which owners, holders, and users bear responsibility based on their role in operating AI systems. Owners and holders are assigned obligations related to risk management, ensuring safety and reliability, and supporting users on issues related to the functioning of AI systems.
In addition, the law establishes principles of legality, fairness, equality, transparency and explainability, prioritizing human well-being, freedom of choice in decision-making, data protection and privacy, safety and security.
To protect the rights of individuals and legal entities and ensure law and order, the law prohibits the creation and use of artificial intelligence systems on the territory of Kazakhstan that possess certain capabilities, such as:
- using subconscious, manipulative, or similar methods;
- collecting and processing personal data in violation of legislation on personal data and its protection;
- other prohibited capabilities.
To ensure transparency of outputs created using AI, the law introduces a requirement for labeling goods, works, and services produced with the help of artificial intelligence.
Taking into account global practices regarding platforms for accelerating the creation and development of AI systems, the law introduces a legislative framework for the functioning of a national artificial intelligence platform.
This platform will be used for the development, training, and pilot operation of platform software products and AI models for a limited period.

The Head of State also signed the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts on Issues of Artificial Intelligence and Digitalization.”
The first block of amendments aligns existing legislation with the new Law “On Artificial Intelligence.”
The second block of amendments aims to improve legislation on other issues.
The law regulates the circulation of unsecured digital assets within Kazakhstan. Previously, the circulation of such assets was allowed only within the territory of the Astana International Financial Centre (AIFC).
To enhance the protection of personal data, the law introduces a requirement regarding the validity period of consent for processing personal data. This period may not exceed the time necessary to achieve the purposes of data collection and processing. A data subject or their legal representative has the right to withdraw consent by notifying the data owner, operator, or third party.
The mechanism for product labeling has been improved by requiring domestic retailers to record transactions through cash registers using identification scanning.
Several amendments strengthen requirements for information security.
