Websites outside .kz zone violating Kazakhstan legislation may be blocked

Websites outside .kz domain zone may be blocked based on the international agreements between law-enforcement authorities, Tengrinews.kz reports citing Sholpan Abdreyeva, deputy chairman of the Intellectual Property Commission of the Ministry of Justice as saying at the press-conference on protection of copyright and allied rights. “We need to stress that Kazakhstan’s controlling authorities have the right for checks in .kz domain zone. In case of domains outside .kz, the checks will be performed based on the contracts and agreements existing between law-enforcement authorities,” Sholpan Abdreyeva. “All foreign Internet-resources, including .org and .com, that violate Kazakhstan’s legislation will be blocked by a court ruling. The same way as terrorist websites, child pornography and similar sites are blocked. Any resource violating Kazakhstan’s legislation will be blocked,” President of Internet Association of Kazakhstan, a legal entities association, Shavkat Sabirov said. Deputy chairman of the Intellectual Property Commission said that Kazakhstan’s legislation is loyal to Internet users, compared to the experience of other countries. “For example, in China special permit is required from competent authorities to upload anything on the Internet. European countries first notifying users on their illegal activities and in case violations are repeated they simply disconnect them from the Internet,” Sholpan Abdreyeva said. “We studied the existing foreign experience. And we believe it inappropriate to suspend activities of one websites or another without a court ruling,” Sholpan Abdreyeva stated.
