Chairman of Kazakhstan State Agency for Religion Kairat Lama Sharif gave a special explanation of the “secular state” term during discussion of the draft law On religious activities and religious institutions in Kazakhstan Senate on September 29, Tengrinews.kz reports. "Secular state implicates tolerance towards all religions, that is why the draft law On religious activities and religious institutions provides that the state is separated from religion and religious organizations. Secular state means prohibition of propaganda of religious studies in education system. Article 3 of the draft law states that education system in Kazakhstan, except for religious educational establishments, is separated from religion and religious institutions and has a secular nature,” Kairat Lama Sharif told the Senators. "A religious person has to comply with common rules of our society, a religious person cannot forget that above all he is a citizen of the secular state, and that is why he has to respect and follow the rights and freedoms of other people. The law On religious activities and religious institutions clearly states that everyone has a right to have religious or other faiths. Real religious person has to be, first of all, tolerant and non-judgemental to representatives of other religions. And this is part of religion for Muslims,” Lama Sharif stated.
