Kazakhstan will be able to fully meet its needs in fuel by January 1, 2015, Kazakhstan Prime-Minister Karim Massimov said during today's online-conference at Zakon.kz. The most popular question to PM was the question about construction of the new oil-processing plant. According to Massimov, two year ago the government was considering construction of a new refinery. A special survey was made and showed that it is more feasible for Kazakhstan to upgrade three existing plants (in Atyrau, South Kazakhstan and Pavlodar oblasts), rather then construct a new one. Construction of the fourth plant would cost the country $6 billion, while reconstruction of existing refineries will cost $2.5-3 billion. Massimov said that modernization of existing plants will finish not later than on January 1, 2015. “By that time Kazakhstan will be able to fully meet its fuel needs,” PM said.
