Kazakhstan plans to bring up the annual amount [out of the state budget] to finance scientific research to $2 billion, President Nazarbayev said July 4. “We are boosting budget expenses on scientific research (…) by 2015 the amount I hope will be over $2 billion”, Nazarbayev said when speaking at a forum on industrial development held in Astana. “We need to put in place a dynamic market of intellectual property. There should be solid legal frameworks to facilitate innovators, protecting their copyright and related rights”, Head of state said. “We need to put in place effective mechanisms to register patents, trademarks with no room for red tape. These mechanisms should be part of the E-government”, he said.
