Residents of multi-story buildings are wasting heat energy in Kazakhstan, Tengrinews.kz reports citing Serik Noki,n head of the Agency for Construction and Utilities. “According to the international energy association, heat energy consumption in Kazakhstan is at around 240 kW-hours per a square meter per year. For example, Sweden that has a similar climate consumes 82 kW-hours per a square meters. This makes the multi-apartment residential buildings the most prodigal consumers of heat energy in the country,” Serik Nokin said at the work group of Kazakhstan Senate. According to him, amendments were made into the program of the housing and community amenities modernization. Such amendments oblige the owners of the apartments to install the general heat energy meter during repairs of the basements, the entrances and the buildings’ fronts. “Otherwise, there will be no budget financing for the building’s repairs,” head of the Agency stressed, telling the deputies about the main directions of the modernization program. The deputies noted that the state will spend billions of tenge for modernization of the housing and community amenities by 2020. “166 billion tenge ($1.1 billion) have been allocated for modernization of the community systems and almost 400 billion tenge ($2.7 billion) will be spent on repairs of multi-apartment buildings. In general, over 600 billion tenge ($4 billion) are planned for modernization of the community infrastructure in 2010-2020,” the Senate deputy Aleksandr Sudyin said.
