More fuel deficiency is forecasted in Kazakhstan, chairman of Kazakhstan Fuel Association Bolat Auetayev told Tengrinews.kz.“Higher deficiency is expected as many whole-sellers have failed to obtain accreditation from Oil and Gas Ministry,” Auetayev said.According to the Association’s lawyer Amanzhol Mukhamedyarov, the situation with whole-sellers made it possible for only a few of them to get accreditation. “The situation is more or less normal in Astana. In Almaty, we know, many retail sellers cannot buy fuel from whole-sellers because they refuse to sign contracts with those who hold no accreditation certificate,” Mukhamedyarov said. The lawyer explained that the law on accreditation of fuel whole-sellers was adopted on July 20, 2011. The law also provides a 6-months period for whole-sellers to prepare and receive accreditation.“But Kazakhstan government represented by its Oil and Gas Ministry signed a decree on October 27, 2011. It came into effect on February 1, 2012. So, only a few sellers received accreditation certificate so far,” Mukhamedyarov said.
