Tengrinews.kz – Kazakhstan is planning to implement a unified digital platform that will automatically track the use of music and calculate payments for its creators. This was announced by Deputy Minister of Justice Botagoz Zhakshelekova.
According to Zhakshelekova, the new system will allow authors to track where and how their content is used through a personal account, while users will be able to verify the accuracy of the calculations. The main goal, she explained, is to make the copyright sector more transparent and ensure accurate accounting of all performances of works.
“Currently, work is underway to connect TV and radio stations to the automatic recognition and tracking system. For example, if a musical work is played on a TV channel or radio, this information will be recorded in the digital system, and the author’s reward will be calculated automatically based on established rules,” Zhakshelekova said during a briefing at the Central Communications Service.
The Deputy Minister added that the unified digital platform will be implemented in phases:
Phase 1 – after the law comes into force, the platform will begin operating for broadcast and cable organizations.
Phase 2 – starting July 1, 2026, theaters, cinemas, and philharmonics will join the system.
Phase 3 – starting January 1, 2027, the platform will become mandatory for all other users.
The Ministry of Justice believes that automation will reduce disputes over royalty payments and make interactions between content creators and users more transparent.
