A long-term program for development of local roads has been suggested in Kazakhstan, Tengrinews.kz reports citing a member of the Majilis Samigolla Urazov’s application to Prime-Minister Karim Massimov. “The program for development of local roads for 2013-2018 has to be prepared. Financing of construction, capital repairs and medium repairs of local roads shall come 80 percent from the state budget and 20 percent of the oblast budget,” Urazov suggested. The Majilismen pointed out the unsatisfactory condition of local roads in regional centers, cities and villages of Kazakhstan. According to him, the total length of the local car network in Kazakhstan is 73,665 km. Only half of them are asphalted. In some regional centers only 20 percent of roads have a hard coating. According to Urazov, oblast budgets will never be able to cover such scopes of works. The deputy suggested the Ministry of Transport and Communications to work with oblast administrations to consider transfer of current repairs and maintenance of local roads adjacent to the national roads into the responsibility of Kazakhavtodor (national road construction company), that the deputy deems will improve their condition. Senator Gani Kassymov criticized the condition of local roads several times. He suggested to revive the idea of a Roads Fund for financing roads repairs. By Assel Satayeva
