Tengrinews.kz - The Central Election Commission (CEC) explained under what conditions the referendum on the construction of a nuclear power plant in Kazakhstan will be considered valid.
According to the Central Election Commission, a referendum on the construction of a nuclear power plant in Kazakhstan will only be considered valid if more than half of eligible voters participate. Based on the latest figures, that number is 12,244,683 citizens, meaning at least 6,122,342 voters must cast their ballots.
"A decision on the issue presented in the referendum is considered adopted if more than half of the citizens who participated in the voting support it," the CEC stated.
The level of participation will become clear on the voting day, October 6.
The CEC also explained which ballots would be deemed invalid: those that are of an unspecified format, lack the signature of a polling station commission member, do not indicate any choice, are marked with a pencil, show signs of tampering, or fail to clearly express the voter's intent.
Ballots marked with both response options will not be counted.
In the referendum, voters will be asked, "Do you agree with the construction of a nuclear power plant in Kazakhstan?" with the response options being "Yes, I agree" or "No, I do not agree."
On September 2, President Kassym-Jomart Tokayev signed a decree to hold the referendum, which will be organized by the CEC and various local election commissions. The estimated cost for the referendum is 15.5 billion tenge.
