Tengrinews.kz – Kazakh citizens can no longer be denied access to lakes, rivers, and other water bodies — new national rules now prohibit fences, private security, and other restrictions unless clearly mandated by law.
The Ministry of Water Resources and Irrigation announced the updated General Water Use Rules, which are based on the new Water Code. These rules guarantee public access to water resources across the country and outlaw any attempts by businesses or individuals to block entry.
"It is strictly forbidden to install fences, assign guards, or impose any other limitations unless explicitly stated in the law," the ministry said in a statement.
What’s allowed under the new rules
Under general water use, citizens do not need a permit to access water bodies. Activities such as swimming, fishing, tourism, and livestock watering in grazing areas are permitted without any special authorization.
Importantly, local authorities (akimats) are now required to designate areas for public recreation and clearly inform residents about them. At the same time, several actions are banned near water bodies — including washing vehicles, storing fuel or chemicals, and any activities that pollute or contaminate the environment.
Paid services allowed — but not access fees
According to Minister of Water Resources and Irrigation Nurzhan Nurzhigitov, every citizen has the right to freely access water bodies for personal use, as long as it’s not for commercial purposes.
“Fencing or restricting access is prohibited. The only exception is organized beaches officially designated by local governments. In those areas, fees can be charged only for services, not for entry to the water,” Nurzhigitov clarified.
