Tengrinews.kz – Turkish President Recep Tayyip Erdoğan has signed a decree changing the employment rules for Turkic-speaking foreigners in Turkey. The new regulation gives the president the authority to decide which Turkic communities are allowed to work legally in the country, reports Memurlar.Net.
The decree was published on October 10, 2023, in Turkey’s official newspaper Resmi Gazete. Previously, employment permissions were handled at the level of ministries and government agencies, but now they are determined directly by the president.
Under the new rules, the right to work in Turkey will apply only to individuals who:
- Cannot practice their profession, craft, or activity in their home country for reasons beyond their control;
- Are compelled to continue their life in Turkey due to various circumstances;
- Belong to an ethnic and cultural minority within their home country.
To obtain a work permit, applicants must also:
- Hold a valid residence permit in Turkey;
- Provide proof of qualifications and education recognized by Turkish authorities;
- Have no security restrictions;
- Register in special foreigner registries;
- Join professional organizations if required;
- Be members of a community recognized as Turkic by presidential decree.
Legally, the changes amend the 1981 law regulating employment of Turkic-speaking foreigners in public and private institutions. All previous references to the “Council of Ministers” making these decisions have been replaced with “presidential decision.”
Earlier, Kazakhstan’s Ministry of Labor and Social Protection listed the most popular countries for Kazakh citizens seeking work abroad.
