Tengrinews.kz – Kassym-Jomart Tokayev has signed a law on determining the country of origin of goods, according to a statement from Akorda.
The first block of amendments introduces a Register of Kazakhstani Manufacturers as part of the e-government information and communication infrastructure. This register will contain data on domestic producers and the goods they manufacture.
Manufacturers included in the register will have access to state support measures and participation in public procurement and purchases by quasi-governmental entities.
With the introduction of the register, CT-KZ certificates and industrial certificates, previously used to confirm the origin of goods, will be abolished, along with the administrative liability for violations during the issuance of expert opinions.
The second block of amendments is aimed at improving the domestic value development system. Major buyers will now be required to approve and implement domestic value development programs in accordance with government-established regulations.
A new type of contract has been introduced: the guaranteed procurement agreement. Under this contract, a manufacturing enterprise commits to supplying a guaranteed volume of goods produced using its existing capacities on a long-term basis.
The third block of amendments provides for the introduction and maintenance of a Unified Classifier of Goods, Works, and Services to standardize classification through a system of codes and names.
The main benefits of this initiative include:
- unification of all classifiers,
- detailed categorization of goods and services across sectors,
- traceability of product turnover,
- a unified nomenclature system,
- accurate classification and end-to-end product tracking,
- reduction of the shadow economy.

In simple terms: What’s changing
The President signed a law that changes how the origin of goods is confirmed and how Kazakhstani manufacturers receive support.
A digital Register of Kazakhstani Manufacturers is being created.
It will include information about companies and their products. Only companies listed in this register will be eligible for state support and will be allowed to participate in government and quasi-governmental procurement.
CT-KZ and industrial certificates are being abolished.
They used to confirm a product’s Kazakhstani origin. Now the register will serve this function. Administrative penalties related to expert opinion violations will also be abolished.
Large buyers will be required to implement programs that promote domestic production.
The goal is to increase the amount of goods and services produced inside the country. The government will set the rules for these programs.
