Tengrinews.kz – During a working trip to the Akmola Region, President Kassym-Jomart Tokayev held a meeting, according to a report from Akorda.
In his speech, the President once again emphasized that state social assistance must be provided only to those who are truly in need.
“I have highlighted the issue of migration, which brings many problems — using Astana as an example. 400,000 residents of Astana remain unregistered. The city administration is forced to work with these people, to settle them, and provide services. But what are 400,000 people? That’s an entire city that is effectively not counted in any statistics. This creates imbalances, including in the economy,” Tokayev pointed out.
He stressed that Kazakhstan, as a social state, will never abandon its responsibility to provide social services to citizens in need.
“This is our constitutional duty. But order must be restored in this area. Social support from the state should go specifically to those who are in acute need. And those who are able to work, who must support themselves, their families, and their parents — they should do so, they must work,” the President noted.
He reminded the audience that he had raised this issue in his recent State of the Nation Address.
“We cannot go on like this. At some point, over 50% of the national budget was allocated to so-called social needs — and in Astana, that figure reached 60% of the city’s budget. This needs to be reviewed and optimized. The government has worked on reassessing this sector. Of course, it’s a painful topic. But as President, I must take responsibility. If I don’t speak up — who will? I have spoken openly: there is a problem, and it must be solved,” Tokayev concluded.
It’s worth noting that back in 2024, during his State of the Nation Address, President Tokayev emphasized that the government is consistently increasing social spending, considering the need to support vulnerable groups. At that time, he stated that more than half of the state budget was being directed toward the social sector.
On September 16, Kassym-Jomart Tokayev arrived in the Akmola Region on a working visit. He reviewed the progress of the harvesting campaign in the region and held a government meeting.
