Tengrinews.kz – Speaking at the Agricultural Workers' Forum, President Kassym-Jomart Tokayev made an important statement regarding the declarations of Kazakhstanis, citing Akorda.

The head of state reminded attendees that the first three phases of declarations are intended for public servants, employees in the quasi-state sector, and entrepreneurs.

"On the path to a Just Kazakhstan, we are emphasizing transparency. Since 2021, a universal system for declaring citizens' incomes has been implemented. The first three phases covered more than 4 million people, including civil servants, heads of quasi-state sectors, entrepreneurs, and their spouses," Tokayev noted at the agrarians' forum.

At the same time, the president instructed a review of the necessity for ordinary citizens to submit declarations.

"It is planned that next year, approximately 8 million more people will file declarations. However, the concept of universal declaration was adopted 14 years ago, and during this time, the country has made significant progress in digitalization and fintech. Considering these changes, it is necessary to reassess the feasibility of requiring citizens subject to the fourth phase to file declarations," Tokayev directed.

Let us recall: the first stage of declarations began on January 1, 2021. Declarations were submitted by individuals holding responsible positions in state structures and their spouses.

In the second stage, starting from January 1, 2023, declarations began to be submitted by budget sector employees, civil servants, and workers in quasi-state companies, along with their spouses.

The third stage of universal declaration began on January 1, 2024. This stage required entrepreneurs, including heads, founders, and participants of legal entities, as well as their spouses, to file declarations. Individual entrepreneurs and their spouses were also included. The requirement extended to inactive and suspended enterprises as well.

In the final stage, all other Kazakhstani citizens were expected to submit declarations.
