Tengrinews.kz – Head of State Kassym-Jomart Tokayev received Minister of Labour and Social Protection of the Population Askarbek Yertaev, the Akorda press service reports.
The President heard a report on the ministry’s priority areas of work for 2026.
Askarbek Yertaev briefed him on planned measures to promote employment.
A transition is expected from temporary employment to the creation of sustainable, quality jobs, an increase in labour mobility, and a closer alignment of the education system with labour market needs. Particular attention will be paid to engaging young people, including those in the NEET category.
The minister presented plans to improve the targeted social assistance system.
The ministry intends to strengthen the targeting of support through digital assessment tools, as well as expand the practice of social contracts with the mandatory involvement of able-bodied recipients in employment measures.
The Labour Minister also presented plans to ensure the long-term sustainability of the pension system and to maintain a decent level of pension payments.
“Special attention in the report was given to social protection issues for persons with disabilities. The ministry plans to further develop per capita financing of special social services, raise service quality standards, expand access to rehabilitation services and technical aids, and promote inclusive employment,” the Akorda press service noted.
Askarbek Yertaev also informed the President about plans to implement the Migration Policy Concept until 2030.
This envisages improving the manageability and predictability of migration processes, balancing internal migration, and enhancing the regulation of labour migration with an emphasis on protecting the domestic labour market.
The Head of State issued a number of instructions aimed at improving the quality of employment and incomes of the population, strengthening control over the targeting of social support, refining the pension system, implementing a balanced migration policy, developing inclusive approaches in social protection, and reinforcing the occupational safety system and prevention of workplace risks through digital solutions.
